  • Stir in the chopped tomatoes, beef broth, tomato paste, cumin, chili powder, paprika, oregano, salt, and pepper.
  • Bring the mixture to a boil, then reduce the heat to low, cover, and simmer for 1.5 to 2 hours, or until the meat is tender.
  • In a small bowl, mix the all-purpose flour with water to make a slurry. Stir the slurry into the stew to thicken the sauce.
  • Simmer for an additional 10 minutes until the sauce has thickened.
  • Taste and adjust seasoning if necessary.
  • Garnish with fresh cilantro before serving.
