  • In a large bowl, combine the grated potatoes, grated onion, eggs, flour, salt, and black pepper. Mix well.
  • Heat the vegetable oil in a large skillet over medium heat.
  • Scoop about 1/4 cup of the potato mixture into the skillet and flatten it with a spatula to form a pancake. Cook for 3-4 minutes on each side, or until golden brown and crispy. Repeat with the remaining potato mixture, adding more oil to the skillet as needed.
  • Transfer the cooked potato pancakes to a paper towel-lined plate to drain any excess oil.
  • In a small bowl, mix the sour cream and chopped chives together.
