  • In a separate saucepan, melt the butter over medium heat. Stir in the flour to create a roux. Gradually whisk in the milk, and cook until the sauce thickens. Season with salt, pepper, and nutmeg. Remove from heat and let it cool slightly. Once cooled, whisk in the beaten eggs.
  • Combine the cooked penne pasta with the meat sauce and grated Parmesan cheese. Transfer the mixture to the prepared baking dish.
