Ingredients
- 2 cups of all-purpose flour

- 4 cups of powdered sugar

Instructions
- Preheat the oven to 350 degrees F. Grease and flour two 9-inch round cake pans.
- In a large bowl, combine 2 cups of flour, 2 cups of sugar, 3/4 cup of cocoa powder, 2 teaspoons of baking powder, 1/2 teaspoon of baking soda, and 1 teaspoon of salt.
- Add 1 cup of milk, 1/2 cup of vegetable oil, 2 eggs, and 2 teaspoons of vanilla extract to the dry ingredients. Mix until well combined.
- Stir in 1 cup of boiling water. The batter will be thin, but this is normal.
- Pour the batter evenly into the prepared pans.
- Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
- Allow the cakes to cool in the pans for 10 minutes, then transfer them to a wire rack to cool completely.
- To make the fudge frosting, melt 1 cup of unsalted butter in a saucepan over medium heat. Stir in 1/4 cup of milk and bring to a boil.
- Remove the butter mixture from the heat and gradually stir in 4 cups of powdered sugar and 1 teaspoon of vanilla extract until smooth.
- Spread the fudge frosting over the cooled cake layers, stacking them on top of each other.
